The analysis of existing and future surveillance and attack systems (SAS) is carried out. An improved classification of SAS is proposed. The concept of situational SAS is introduced. The tendencies of development are highlighted and the problematic issues on creation of SAS are determined.

The most important provisions of the New Ukrainian school concept representing the principle of individualized learning in combination with the realization of competence-based approach have been characterized. The article examines the main features of reflective learning and ways of implementing reflective pedagogy in foreign language teaching. The conclusion has been made about the connection between students’ ability to reflect on the results of their learning and autonomy. Reflection is seen as a form of meta-cognition which enables students to evaluate, revise, plan and correct. Reflective foreign language learning skills of university students have been specified and the ways of their development and facilitation in higher education contexts have been discussed in the article. A scale for self-evaluation students’ reflective skills has been suggested to help students analyze and evaluate their reflective abilities and assist teachers in assessing students’ reflective skills. Yuriy Tropin, Victor Ponomaryev & Oleg KlimenkoPurpose: to define interrelation of level of physical fitness with indicators of competitive activity at young wrestlers of the Greek-Roman style. Material & Methods: twenty young wrestlers, age of 12–13 years participated in the researches. The pedagogical testing of level of physical fitness was held, the analysis of competitive activity was carried out, and methods of mathematical statistics were applied. Results: the strong statistical interrelation between interval of the successful attack in competitive fights and 10 by backward rolls (r=0,718) is established; between active maintaining duel meet and speed of performance of 15 throws of the partner by tuck (r=0,703). Conclusions: it is defined that indicators of the general and special high-speed and power endurance are influenced on activity of maintaining duel meets at wrestlers of 12–13 years old; indicators of effectiveness and efficiency of competitive activity are influenced on the level of development of high-speed and power preparedness and dexterity.

This paper introduces a method of data acquisition and processing based on a virtual instrument. LabVIEW 2014 is the software development platform focusing on the virtual instrument system for data collection and analysis. The basic idea of waveform acquisition and measurement is introduced briefly, and its application to modern motor speed control system is presented. The system can perform data collection, analysis, display, storage, printing and historical playback. Ithas a good human-computer interaction interface, easy to maintain and expand. The practical application shows that the system is simple and meets the technical requirements of the system test.

The article describes the research into the structure of subject, terminological and translation competences required for teaching future translators to render English specialized discourse into Ukrainian. The study was conducted on the material of the English-language texts related to Daniel Gile’s model of specialized discourse comprehension and his sequential translation theory. The problem requires research to define the scope of the subject knowledge, related terminology and the factors affecting the translation technique choice in rendering the definite texts into Ukrainian. Today, the requirements for accounting information are changing, it causes the need to improve the quality of financial statements made by accountants. One of the areas for improving the quality of reporting should be to study the issues concerning the ethics of accountants themselves and their ethical standards. The paper investigates the factors affecting the ethical component of the accounting profession, and the main contradictions that arise between the requirements of the persons providing the information and the requirements of the persons who need it. It has been established that all the development and research should be carried out on the basis of two types of accountants' responsibility to the society (legal and social) as well as on two levels (at the level of the state and at the level of the economic entity). In this regard, the study defines the stages of regulation of the ethical principles of accountants, and suggestions on the application and implementation of ethical norms which will improve the quality of financial reporting through their application.

Purpose. Since the clear statement of the will-to-truth question as an existential has not been fulfilled before, this article is devoted to the solution of such a task. The article is devoted to the analysis of the process of detecting and recognizing objects from the space monitoring data, while the military decryption technology is represented by four levels, which are caused with direct and inverse connections between themselves and form some local systems. Currently, there are many methods of control parameters of digital channels and channels for communication networks that include methods of measurement, analysis and testing to match the controlled parameter norm.This article describes how to determine the optimal path errors in digital communication systems that operate at a speed of 2048 kbit/s digital stream corresponding to the primary level (E1) European standard Plesiochronous Digital Hierarchy (PDH). The article attempts to resolve the contradictions between various concepts and views on strategic competence demonstrating the author's understanding of the phenomenon. The «STRATEGY» frame covers the sequence of stages of mental activity: goal-setting, planning, selection of necessary moves / tactics, forecasting, regulation and reflection (evaluation of results of activity, implementation of the set goals). In other words, the strategy involves defining the goal, a series of necessary moves (tactics), the means of their implementation, and managing the process of their application and implementation, as well as the anticipated result of the activity. There is not a unanimous interpretation of this phenomenon among scholars when the latter correlate strategic competence with compensatory skills, metacognitive processes and a speech act, together with the process of language learning. The first part of this paper looks at how emotional intelligence EI is explored in writings in the fields of psychology, business management and language teaching methodology. It examines the structure of EI, factors influencing students’ emotional awareness and investigates the ways of developing this intelligence and competency at the university setting. A hypothesis is made about the possibility of future foreign language teachers’ emotional intelligence development by means of interactive methods and techniques, namely dramatisation. The comparative analysis of praxeological training of future teachers in Ukraine and Poland has been carried out in the article. The prospects of this training improvement have been determined. The contribution of Ukrainian and Polish scientists to the development of praxeology as well as to the substantiation of praxeological principles of the specialist training has been shown. Building of new railway tracks and facilities, repair and replacement of existent underground utilities and communications is related to the receipt of horizontal cavities in soil by trenchless method. A static soil broaching with a working body with cone tip is the most widespread method in practice of forming a pilot hole at the trenchless laying of distributive communications. However, in the process of implementation of project calculations, receipt of pilot hole and subsequent expansion to the necessary sizes, there is a question of workings effort calculation methods. The article analyzes the interpretation of the concept of "ICT competence" by foreign and Ukrainian scholars, describes the key features of ICT competence, defines common and different in foreign and domestic terminology, it was found that, according to studies by both foreign and Ukrainian scientists.It was proved that ICTcompetence implies ability of the person to be oriented in the information space, to possess and operate information in accordance with the needs of the labor market. ICT competence is related to the qualities of technically educated personality, prepared for life and active work activity in the conditions of modern high-tech information society, covering the main components of the informational culture of students. The literature review on the development of physical education in European Union had been conducted in the article. The author used four directions to review the literature. In order to develop Direction 1 (theoretical background to research in physical education concepts in the EU countries), a number of sources in the field of comparative pedagogical researches have been analyzed. In order to develop Direction 2 (roots and developments of physical education in the EU countries), mostly have been used historial pedagogical and philosophical researches. The aim: to identify individual psychological and typological characteristics that are associated with the choice of an active lifestyle, amateur sports. Rеsults. Those engaged in amateur sports demonstrate higher levels of excitation and mobility of nervous processes, lower levels of neuroticism and neurotization, personal anxiety, mental stress and depression. They are characte­ rized by euphoric responses and less pronounced dysphoric ones to external stimuli, they are more prone to direct physical aggression. Amateur athletes demonstrated significant levels of both general and spatial anticipatory solvency. The latter was more pronounced among those engaged in team events (football, volleyball and basketball). Conclusion. It is shown that the type of the nervous ­system can determine the propensity to motor activity, and the strength of the nervous system affects the ability to succeed in sports. Practicing sport is a socially acceptable way of expressing aggression.

The experience of andragogical background of pedagogical staff as teachers for adult education and a variety of approaches to the definition of «andragogical background» have been presented in the paper. It has been summarized the current practice of andragogical background and defined features of the modern state of andragogical background. It was found that the term «andragogical background» has not yet entered into a scientific turn. This andragogical background process is fragmented and has not yet acquired the characteristics of a holistic andragogical process. It is proved that the scientific basis of the activities of the pedagogical staff in various forms of information and educational interaction with adults only begin to take shape. Adults have been classified as subjects of andragogical process. The article analyses the role the migrant associations play in language education of children with migrant background. The presented research assumes language education of migrants as the process of learning language of host country and other foreign languages as well as mastering the language of the country of origin. It is stated that in Portugal mother tongue tuition is usually offered outside the state school framework and the Ukrainian language education is organised and funded by voluntary and private initiatives, one of which is migrant communities themselves. The article presents the comparative analysis of the English language teaching and teacher training at the University of Porto and Pavlo Tychyna Uman State Pedagogical University. Special attention and requirements to the English language teaching and training of English language teachers in the modern society are outlined. Special features of the work of the language departments of the respective universities are distinguished; their curricula, language and training programs, content of language teaching, and teacher training courses are analyzed and compared. Principles of organizing groups, number of students in the class, duration of the class, types of classes, principles of teaching practice organization, and peculiarities of student-teacher-supervisor co-operation are introduced in the article. Suggestions for implementation of the positive experience in the Ukrainian educational system are given.

Olga IushkovskaPurpose: the definition of reasons and features of occurrence of excess body weight at students taking into account the gender differences, which are connected with irrational lifestyle, violation of food behavior, insufficient physical activity. Material & Methods: students of 1–4 courses of Odessa national medical university, 26 girls and 22 boys, with the excess body weight and obesity aged from 18 to 24 years for the research were selected. Results: reliable differences in adipopexis type, percent of visceral and subcutaneous fat, and also indexes “waist-hip” at the respondents, connected with the article, are found. Conclusions: modification of lifestyle, wrong food behavior, selection of physical activity, has to be carried out taking into account the type of adipopexis and sex of students.

Using the methods of expert appraisal, the factors of achievement of suddenness of actions of the National Guard of Ukraine formations in a special operation for neutralizing illegal armed formations were ranked. The significance of these factors was assessed.

Peculiarities of basketball reserve preparation in Lithuania have been considered. Among the key factors determining the achievements of Lithuanian basketball the following have been isolated: 1) rationally designed training process and high professional level of coaches; 2) basketball popularity in the country as well as historical traditions and population attitude to sport event; 3) functional efficiency of basketball management system at every hierarchical level; 4) organized selection of basketball players and wide network of basketball schools, clubs, numerous number of children and youth competitions. A system of sports competitions is presented, which encompasses children's and youth basketball, cadet and youth tournaments, the highest league. The role and significance of regional specialized centers for preparation of the nearest basketball reserve are shown. A multilevel algorithm for selecting athletes for national teams for participation in matches of the main basketball league of the country is considered.

The main methods of estimating the efficiency of merger and acquisition processes of enterprises are considered. Based on the results of the critical analysis of existing developments, the methodical tools and the sequence of express evaluation of the efficiency of mergers and acquisitions were substantiated. The main tendencies of development of markets for the sale of consumer goods of Ukraine are investigated. The customer–oriented model of the consumer market is formed and its main elements are characterized. The mathematical functions of forming consumer preferences and demand for products are developed. The estimation of the marginal propensity of households in Ukraine to be consumed has been estimated. The complex factor model of the development of the consumer market is proposed. Its practical use allows to carry out a comprehensive assessment of the influence of factors on the consumer market and assess its state of affairs both at the state and regional levels.

The article deals with the necessity of effective banking system functioning for successful economic development. The Ukrainian banking sector under the conditions of unstable financial, economic and political situation is analyzed. The basic problems, which the banks faced by in the course of their business, such as a low credit and investment ratings, total distrust of financial institutions, rapid devaluation of the hryvnia, are grounded. It is represented the dynamics of the changes in the number of banking institutions, dynamics of indices of their activities, changes in the discount rate for lending of the real economy sector by commercial banks. It is found that reducing the number of banks would mean increasing their reliability. The reasons of commercial banks liquidation are determined. The necessity of nationalization of JSC "Privatbank" is grounded. On the base of the analysis the recommendations of stabilization the banking system, the main of which are the start of lending and effective risk management are offered.

Iryna KuzmenkoPurpose: to determine the level of functioning of the cardiovascular system of schoolchildren of the 8th-9th grades. Material & Methods: 59 schoolchildren of 8–9 grades took part in the study. Such methods of research as theoretical analysis and generalization of scientific and methodological literature, methods of studying the functional state of the cardiovascular system and methods of mathematical statistics were applied. Results: a comparison of the parameters of the cardiovascular system in the sexual, age aspects and with the corresponding scoring scale is presented. Conclusion: in the sexual aspect, it was found that the indicators of the functioning of the cardiovascular system in schoolchildren of the 8th grade are higher in girls, and in schoolchildren of the 9th grade in young men; with age, in men, there are somewhat larger values of indicators, in girls, on the contrary, less; comparison with the scoring scale showed that the results of schoolchildren of 8–9 grades correspond to the "average" level.

Valeriy HrygorievPurpose: to assess the influence of crossfit and football in the sectional work on physical education on the dynamics of physical fitness of students. Material & Methods: studies of the level of physical preparedness of students were carried out with the help of two tests before and after the introduction of experimental techniques in the survey groups. Two experimental (18 girls, 16 boys) and two control groups (22 girls and boys) from the 2nd year students of the Kherson State University. Results: the analysis of the physical readiness of the students of the University was carried out under the influence of the classes of crossfit and football in the framework of the sectional work on physical education on the dynamics of the indicators of the development of high-speed, strength and speed-strength qualities, the development of agility and flexibility. Conclusion: use of developed methodological approaches to the application of sectional forms of physical education contributed to significant changes in the indicators of physical preparedness.

The article outlines the essence of outsourcing and outsourcing activity of manufacturing enterprises. Major internal and external risks, that arise when transferring functions to the outsourcer, are defined and characterized. In the article was developed a method of expected costs distribution between the enterprise–customer and outsourcer while managing risks of outsourcing activity. The method was tested on real data of five Ukrainian enterprises. Also the risk management process of outsourcing during industrial and business activity of enterprises was identify. Based on the expected losses from the transfer of the part of internal function to an outside organization the definition of savings from outsourcing activity that characterizes the amount of cost reduction of the enterprise in the case of outsourcing was porposed.

The investigation presents scientific and methodological approach of evaluation of efficiency of the banking system through a generalized Harrington function (desirable function) that allows to determine the current state of the banking system and to predict the perspectives of its development. In the simulation of assessment of the banking system were used data from 49 banks operating in Ukraine for 2003–2016 and 15 financial indicators, which provide formation of input variables of the model. The method of data processing is implemented in the package Viscovery SOMine. The approach is based on the analysis of the dynamics of patterns of banks and building self–organizing Kohonen maps which enables to determine the trajectory of activity of individual bank. This approach enables forecasting of individual bank crisis and the potential crisis of banking system of a country. Conducted trend forecast of the Harington function suggests potential of improving of Ukrainian banking system over the next 3 years.

A geometric model of the trebuchet-type mobile metal launching device, designed for launch (catapult) of small unmanned aerial vehicles, is developed. Galyna Artemyeva & Tetiana MoshenskaPurpose: to investigate the influence of the proposed methodology on the indicators of special physical preparedness of female gymnasts in sports aerobics at the stage of preliminary basic training. Material & Methods: in the study took part girls 7–9 years in the number of 20 athletes 1st and 2 nd junior category in sports aerobics. The control group consisted of 10 people and the experimental group consisted of 10 people. To conduct our research, we used the following methods: analysis of scientific and methodological literature, pedagogical observations, pedagogical testing, pedagogical experiment, method of peer review, methods of mathematical statistics. Results: as a result of the study, a positive effect of the means of gymnastic exercises without a subject and with the subject on the indices of special physical preparedness of female gymnasts in sports aerobics at the stage of preliminary basic training. Conclusion: five out of six indicators of special physical readiness have been significantly changed at a given reliability 95%.

The article examines the debt safety as a priority trend to ensure financial safety of Ukraine and its main component. It considers modern scientific views of defining the nature of the debt safety and effects of the debt burden on the economy of Ukraine. In order to reveal the factors that affect the assessment of the debt safety of Ukraine, we have analyzed the dynamics of the state safety debt by means of a system of indicators. It researches on the main indicators of debt safety state reflecting the content and effectiveness of public debt management through taking into account some boundary values which allowed us to specify the main factors that caused some negative tendencies in the calculated indicators. The study has identified the most dangerous values of the indicators directly affecting the state of the debt safety in Ukraine. In particular, this is a ratio of the total public debt to GDP and the external debt per person in the US dollars. The slowdown in economic growth highlights the problem of developing tax capacity at various levels, therefore the article is devoted to the consideration of practical aspects of the assessment of the tax potential. On the example of the Belgorod region, trends in the development and increase of the tax potential were identified, measures of activation of the elements of the structure of the potential, which are essential for the budget, were proposed.The paper uses methods of comparative analysis, analysis of key indicators of tax and non–tax revenues.
